Import does not clean rule tasks

In the import, if a rule tasks are modified, it does not clean tasks before creating the new ones, resulting in rules with the wrong processing chains.

Steps to reproduce:

  1. Create a rule with tasks
  2. Import a file with the same rule but without tasks. the resulting rule should have no tasks after the import.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
