Unify the REST transfer & history handlers

The REST transfer and history handlers should be merged into a single handler. Likewise, the transfer & history commands of the CLI should also be merged into a single command. This should simplify transfer management for users because they would no longer need to know in advance if a transfer is finished or not to determine which command to use.
