Split R66 and R66-TLS into 2 protocols

Instead of using the protoConfig to determine whether an R66 agent should use TLS or not, a simpler solution would be to simply split R66 into 2 protocols, one with TLS and one without (just like HTTP & HTTPS). This should make it easier for a user to see whether an agent uses TLS or not, as well as making it easier to create R66-TLS agents.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
