Admin->Template: Adding a rule in the navigation menu doesn't add it in the detailed view

Reproduction:

• Admin -> Template
• Create a new template
• Add a new Rule to the template
• The navigation menu (on the left) refer to the new rule but the detailed view (on the right) does not show it

Workaround: After the rule is added you can save the template and edit it to show all the rules
