Admin->Template: Adding a rule in the navigation menu doesn't add it in the detailed view

Reproduction:

Admin -> Template
Create a new template
Add a new Rule to the template
The navigation menu (on the left) refer to the new rule but the detailed view (on the right) does not show it

Workaround: After the rule is added you can save the template and edit it to show all the rules

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
