Add nicer tooltips to show the reason why a partner cannot be reached in the statue page

The page currently uses alt attribute to show tooltips. It should use bootstrap tooltips components to be more ergonomic.

This is a low priority cosmetic change

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
