Rules to/from Gateways miss tasks if the Gateway partner has no R66 interface

If the Gateway only has an R66oTLS interface, but no R66 one, some tasks are not added to rules. the when conditions for these interfaces are always evaluated to false (esp. tests like destination.Type == types.GW).
